The Baseline Study on Technical and Vocational Education and Training (TVET) in Animal Welfare in Ukraine
is a strategic initiative aimed at assessing and strengthening the integration of animal welfare principles within
vocational education and training programs across Ukraine.

The project seeks to provide a comprehensive overview of the current state of animal welfare education, including
curricula, teaching methodologies, practical training modules, and institutional capacity for delivering high-quality
instruction aligned with international standards.

Study Focus

The study focuses on identifying gaps and opportunities in existing TVET programs related to livestock production,
veterinary care, and animal management. It evaluates the degree to which programs incorporate modern approaches
to animal welfare, such as humane handling, optimal housing, balanced nutrition, disease prevention, biosecurity,
and ethical considerations in professional practice.

The analysis also considers the application of global standards and guidelines, including the
OIE (World Organisation for Animal Health) and EFSA (European Food Safety Authority) recommendations,
as well as the practical implementation of the “Five Freedoms” framework in animal husbandry.

Project Implementation

The project is implemented under the General Government Terms and Conditions for Public Service Contracts 2025 (ARVODI-2025),
adopted by the Dutch government, which ensure a transparent, legally compliant, and high-quality delivery of services.
These regulations cover key aspects of project management, including definitions of services, staff responsibilities,
confidentiality, intellectual property rights, subcontracting, progress reporting, and payment procedures.

The framework also includes clear provisions for handling additional work, force majeure, liability, and dispute resolution,
ensuring accountability and clarity for all parties involved.

Objectives

A central objective of the baseline study is to develop evidence-based recommendations for enhancing TVET programs in Ukraine,
promoting both theoretical and practical competence in animal welfare. This includes:

  • improving curriculum content;
  • strengthening educator qualifications;
  • expanding practical training opportunities;
  • aligning educational outcomes with European and international standards.

Expected Impact

The project emphasizes sustainability, ethical animal management, and the promotion of humane practices in livestock production,
ultimately aiming to prepare skilled professionals capable of contributing to a more competitive, responsible, and socially acceptable
agricultural sector.

By providing a thorough assessment of the current state of TVET in animal welfare, the project will serve as a foundation for
policy development, curriculum modernization, and capacity-building initiatives.

It is expected to support Ukrainian educational institutions in implementing best practices, increasing awareness and knowledge
of animal welfare among students and professionals, and fostering a culture of ethical and sustainable livestock management
throughout the country.
